Not sure I understand your logic with respect to "Qualcomm's pain is CEVA's gain," Mr. Ray. As you point out, CEVA collects royalties when Intel pays its licensing fees to CEVA. Intel pays no licensing fees to Qualcomm, as Qualcomm charges its royalty (consistent with the long standing standard for this industry and consistent with ten years of working legal contracts with Apple) on the assembled handset. So any amount Intel pays CEVA does not diminish the royalty owed by Apple contract manufacturers to Qualcomm. If Apple had a license with Qualcomm, Apple would be responsible for paying this royalty.
